There is credible evidence that USAID has funded and partnered with organizations aimed at combating “misinformation,” and there are documented claims and whistleblower testimony alleging that some of this work veered into covert information operations or “psyops”—especially regarding efforts to counter not only misinformation, but also so-called “malinformation,” which presents distinct definitional and ethical challenges[1][2][3][4].
